 Post subject: 2016 surf gate fuse help

Over the weekend our surf gate wasn't fully deploying and our local dealer said to check the fuses in the rear near the engine. I found the piece in the picture in the starboard locker just off the transom. I have tried twisting, turning and a little cursing and for the life of me can't get the thing open. So first is this even where the fuse is? Second if so how the heck do I open the thing up? Also I don't see the same on the port side so where is that one hiding? Feel like an idiot but I'd rather not brut force the wire and break it to make a bigger mess. I did see a whole slew of wires directly behind the engine so I might not even be in the right place. Appreciate any insight. Image

I don't think that is the fuse.

I believe that is the extension cable for your kicker stereo remote
